Donk bets are very very often bad. I would guess that most players would fare better if they donk bet 0% rather than whatever percentage they are doing (even though certainly there is a time and place)
One of the easiest folds in the world is when I see a semi competent player donk into me otf. Its a set almost every time, specifically because Doyle wrote that in supersystem. It was a great strategy back when donking was much more common and was always weak made hands that good players would bluff raise into you.
Fish typically havent read supersystem, so they typically dont donk sets.
