V $850: Sticky, splashy and not generally happy to fold. Floats oop a lot so I tend to double barrel a whole lot in pots against him. Sticks around in the pot trying to take it away later a lot more than others, but not doing it every time. He still folds sometimes.

H $650: Opening a lot, besides him not many other players at the table are doing anything about my opens, cbets, etc. In this hand there's a fish in the sb I want to play against.

Hero UTG raises KJ to $18, V calls in MP, all fold.

Flop Q63 ($42)

H bet $30, V raises to $60, H calls

Turn 2 ($162)

H check, V bets $130, H?

I folded but I want to start a discussion how we play back at players who like to try and punk us using a line like this with Qx, air, worse fd, etc. This flop isn't a board I expected him to play back on, he'd more likely do it on like 984, J95, stuff like that, and on those boards I typically don't cbet.

Edit: Title is wrong, he did not c/r bluff, simply minraise bluffed. But I did see him min c/r turn as a bluff on 6333 with QJ once.

How do you know he's bluffing with the min-raise? It's best think of your EV vs. a range. Against a range of sets, top pair, AX flush draws and smaller flush draws than yours, you probably have 20-30% equity. Don't think you have enough implied odds, this is a fold on the turn.

He can't actually minraise and bomb turns like this without a hand with impunity. Just flat him with a good hand and give him some rope. Your question is "how can I beat an opponent who overplays their hand when I have K high" to which the answer is you can't, you just have to fold. Beat him when you have a made hand.

If villain is the sort to be min raising with air and floating a lot it can be a tough balancing act. Cut down your c-betting a bit so you have fewer hands he can take away. Check some of your draws so he can't raise you. Slow play less on the flop but add in some bet flop/check turn slow play so he gets a chance to hang himself. Reraise his minraises with a mix of value and bluffs.

Essentially you need to play a more balanced game. Villain's style works when you are c-betting too often so there are more hands he can bluff you off then ones you can defend. If you are not c-betting too often then he is just diving up volatility without gaining anything or even just inflating pots when he has the worst of it.

I'm not entirely sure that this isn't a flop check. While you have the stronger range, here, you aren't gaining anything by betting, except building a bigger pot (which I don't think is really your goal here.) Your opponent is sticky and prone to sticking around, so check with the intention of calling the flop. I would say, plan to check most turns and plan to c/r bluff most cards. A lot of the value of betting/raising a fd is fold equity. But against a player who is prone to sticking around a while, you don't have much fold equity, at least on the flop. A turn c/r should push out most of his marginal hands/bluffs while leaving you outs should he call. Your hand has little showdown value, so it makes an ideal bluff/semi-bluff on the turn.
