usually this move is any hand that wants to isolate you. Now he could go ahead and bet whatever you have in your stack but that would make it 100% obvious to the other guy in the hand. Range is 77+ and AJ+ on average. Sure it could be 44 but his bet is saying he's comfortable gambling with you, whatever you have. Can't see a worse ace doing this.

I have had this move pulled on me twice in the past month, once when I had Qs and once with A/K. Both ttimes the guy had small s/c

Even though it looks weird and doesn't seem to make sense due to his position, this is almost always going to be a range that crushes yours. That being said, you already have $22 invested and there are two dead $4 limps in there, so a shove wouldn't be incredibly -EV
