Villain in this hand had previously commented on how tight i was playing and he seemed a solid thinking player

7 handed at the time. Utg limps hero utg +1 raises 15 w/ qj hh, villain who i described above in utg +2 calls and everyone folds.
Flop 823 one heart. Check check
Turn 4 creates non heart flush draw. I bet 20 villain calls
River 2 no flushes i bet 35. Villain raises to 90

Villain would be putting me on 2 overcards and would think i would fold to a raise. But villain would probably also have just 2 over cards. If i was to 3 bet shove river i wouldn't really be representing anything but neither is villain. Is their merit in bluff shoving river? Should i be c betting flop to rep over pairs?

Just c-bet the flop dude. Your post flop line reps nothing. You can barrel any heart and any A-9 which is 28/47 cards or 60% of the deck.

This is a mandatory flop bet. You have no showdown value. Your flop check range should be unpaired hands with showdown value like AK, plus some bigger overpairs (bigger so that free cards are less problematic).

As played river should be a check fold, you don't really rep anything and your opponent is most likely to have a marginal made hand, with which he will call. Fold to the raise, while your opponent may be bluffing you're going to need to reraise to win the pot and it's too much to risk, he could just have flopped top set or whatever.

I'd probably just give up and fold here. You should have c-bet the flop, but at this point what could he even put you on? A set maybe, but most likely air and he'll call with any kind of made hand.
