I raise every small pair when stacks are deep enough because you can get paid when you smash the flop and it also creates a dynamic where people see you raising wide from EP and tend to pay off your LAG-ish bets because they just don't think you have it. At 2/5 you will get 3b more often so it's not as clear-cut, but you just never get punished at 1/2 and 1/3 from making these raises pre.

The problem that most people have at 1/2 and 1/3 is they don't raise preflop near often enough so they are extremely easy to play against because they have a very defined range from different positions, their bet sizing is generally terrible (small raise = medium pair/broadway, large raise = AQ+/TT+), they don't bet the flop when they miss, etc. One of the things that will make you difficult to play against is when your raising range from all positions is wide enough that you can cover any possible board texture because you have all pairs, all sets, and all combo draws in your range. For 98.623% of the 1/2 1/3 population, they don't have that.

He wants to know about the part of the hand that he asked about which is the river. If he made a heinous mistake someone else in the hand, then fine, comment on that, but limping preflop sure isnt a heinous mistake. Raising preflop EVERY time with 55 is terrible so why even comment on that fact that he limped?
The point being glossed over is the part about raising 55 pre when stacks are deep and it being easy to play PF. While I find the idea interesting, it still seems like a bad idea OOP. IP, on the other hand ...
