Table is loose-passive. People aren't calling with garbage but are still calling too much OOP to large opens. Hero is stuck 300 and probably has a losing, somewhat splashy image from opening, cbetting and double barreling.

Villain hasn't done anything out of line so far. Based on appearance I'd assume he's slightly looser than the average 1/3 player.

1 limper to H in CO (300)
H raises to 20 QTo
V in BB calls, limper calls, both cover

I could see an argument for limping this hand but I prefer raising and trying to get absolute position / heads up. Don't think we should fold this with a passive player OTB.

Flop: QT5 (60)

Check to Hero who bets 40
V raises to 100, folds back to hero

I was conflicted between shoving and calling here. If we call we're calling it off on all non-flush turns and shoving if it checks to us. I don't think he would be getting too out of line with draws, but it's possible. If we shove, we're getting called by QT, TT, 55, possibly AQ if he raises that on the flop (unlikely imo). Villain probably has most suited aces in his range which will probably fold to my jam.

There was a time I was much more on board with preflop. I'm not as convinced of that now. I probably lean towards overlimping now, but that might just be a 3300+ hour player slowly lapsing into a passive OMC routine.

SPR is ~5 and board is pretty damn drawy, plus we have a spewy image. I'd like to get this over in two streets, so I'd overbet the flop to $75 to shove the turn.

I'm never in love with top two pair when a non-out-of-line player check/raises me (especially since I probably have a much more nittier image than you), but with our image I'm pretty sure I'm loving life. Way too many stupid cards on the turn, I shove now.

Pre is fine if we think that we'll take it down most of the time / get position on 1 - 2 players.
I don't love the sizing though if we don't have to make it that big. Would something smaller get the same result? I.e. will get get teh same 1 - 2 callers and the button normally folds?
If not, then whatever.

Flop can be bigger for fat boner inspiring value.
$50 - $60 here can be good.

Do we have a stack size on the villain? I assume he cover since you didn't say anything about it.

I'm not sure it matters though, I shove.
V has a much wider range than just sets and 2p given our image.
This is a fist pump gii spot and don't look back.

If you lose, CHIPS!

In a loose passive game where people are calling too much and I have a losing image I'm folding this pre. I think we gotta be able to scoop with a cbet a good bit if we want this raise to be profitable. I would raise this otb vs a fit or fold table or if my image was tighter/more winning, but I think given the conditions I would adjust by tightening up and look to get in there with stronger hands that we'll be able to extract value with on a lot of flops.
