Thanks for the inputs everyone. Does our decision change if:
1) the villain in question was not a "young, competent, reggy type player"?
2) the board was rainbow/less drawy vs same villain?
3) the board was rainbow/less drawy vs another type of villain?
4) the stacks were deeper?

From an unknown I think I am jamming this, he basically only beats you with 99 or 44. I think he 3 bets pre with QQ. He could have a # of draws/ combo draws that are getting cute in position with the min raise. If I had more history with a given person I could potentially lay this down.
