Given your read, villain is probably pretty nutted (66, 22 are likely).

3-bet and getting it in here is no good. Villain isn't folding better than your TPTK, so you have 0 fold equity.

So call. You are getting > 5:1, and even if you just call with the plan to check/shove a diamond turn, that's +EV. On a non-diamond turn, it's tough playing this oop. Probably check/fold non-diamond turn unless villain lays you excellent odds once again. And maybe villain surprises us with a turn check, and we can then consider how to value bet a bunch of rivers.

Though obviously if villain has worse Ax in his range on the flop, getting it in gets you a ton of value and you can't ever consider folding.

I guess that's the decision. If he can have AQ or even AJ+, you should a) get it in on flop or b) call and check/shove turn for value if a flop 3-bet might scare him.

He is laying you 5:1 to hit the flush draw. You have odds, so call. As others have said, based on your description, raising seems bad unless you know he can do this with AQ/AJ.

Check/shove all diamond turns, otherwise try to get to showdown on the cheaps and only call if he lays you better than 4.5:1 again on the turn.

i wanna note that i am unsure if he is capable of raising the flop with AQ/AJ

side note: what do you guys think about the flop bet sizing? i bet relatively small because i had the nut flush draw, otherwise i would have sized it a little bigger

I flat here against most players, and against this one it's more of a flat than a 3bet. I don't think we're definitely facing a better hand; villain can be raising for value or to find out where he's at with a worse Ax. We are afraid of very few turns so I like flatting in this spot pretty much always.

Flop betsizing is not awful but if you're facing people who aren't going to float, raise, or have many marginal hands to call you with, you might as well bet bigger.
