V2(BB) - $125 - 45ish WG tight passive. Makes very small bets when he bets, mostly calling
Hero(HJ) -$250 - 30 something WG tag, clean image
PF; Hero raises to 15 w/ QsQc, V1 calls, V2 calls, the rest fold.

As laggy as he is I really don’t think he is ever bluffing when there is a dead main pot. So his range contains many jacks, sets, 45-75. Am I over thinking this one? Is this a simple call?

Hmm, does his range really include a lot of jacks? If so then obvious call, I don’t see anything else you can do here.

We lose to J5s if he's got that.
We lose to KK and AA but surely we would have heard from him sooner?
We lose to JJ and the lower sets, and "wtf you have a 5x".
But at this price we can't fold.

I'm beating his chips into the pot. Even a non-SLAG will have a few fives in his range here (5cxc) plus the occasional set, but there's way more than enough Jx for a call to be +EV.

I think this line does include some Jacks. Especially when he shoves the river since it seems like V2's range has a decent amount of FD's and therefore if he can get you to fold all J's in your range (and some better), then maybe he wins the whole pot. Your hand is capped at one pair pretty much, so it isn't a bad spot to bluff.
I don't snap, but think it through and then call.

Thanks for input all... I didn’t think about it much and called. V1 had 5s6h, V2 had 5c8c. I was with you all thinking that the river was a good card for me... *sigh*

I'm trying to find what you did wrong in this hand, but I think you played it well. Unfortunately you got a bit unlucky.
