Hero (200): Young 20's white this is one of the first orbits at the table so no real reads have been established yet.
Villain ($148): Mid 30's white guy.
UTG raises to 13. Hero Raises to 35. Villain 3! to 60$. Hero and why?

Is the UTG the Villain; is there just one another person with cards?
You didn't mention your cards. Do you have AK or queens?

Fold. 4!s at this level are 99% either AA or KK

With no read, AKo and being 74bb effective, folding is better then shoving. For a generic unknown his near minimum reraise is a hand he wants to get it in with. That means your mostly crushed and taking slightly worse on a coin flip when your not.
This is a situation where shoving could be right, but only against exceptionally aggressive villains and you don't know yet.

Fold - UTG open and then a 4 bet is KK+ almost always at $1-$2.
