we will say 99/JJ always fold. While 88/TT/QQ always call.
So 9 combos fold/9 combos call.
I actually think I was wrong initially and a shove is better after thinking about it - but I'd check A

The fact that we block QQ/JJ here is more important than than the
equity. Since most 1/2 players only 4bet KK/AA.
