1/2 at local casino.

Hero $400 BTN - Been playing pretty standard, got caught bluffing once, but aside from that I've been showing down solid hands at showdown.

V1 $200 LP - Super fishy player, down at least 600 since I've been there. Pretty tilted and stuck, so hes been straddling almost every hand. Hes been raising a lot when he straddles, usually to 15-20 with marginal hands just to try and build bigger pots "if he hits". Usually bluffs off majority of his stack, gets low, shoves, reloads.

V2 Covers HJ - Middle aged Armenian guy, pretty good player, but hes made some questionable preflop calls. Hes on his 4th beer for the night. His friend keeps walking past him telling him to come play the 10/10 PLO game hes in (His friend looks like a huge whale). V is good at reading other players, as one hand he bet river then said, "A high is no good sir" and when they guy called, V won with bottom pair. Another hand he limp/called my raise, flop was 925, turn 5, river 2 and donk bet river into me and said, "9 is no good my friend". I call and he has 26os

Preflop
Hero btn straddles for $5, blinds call, 1 other call, V1 makes it $12, V2 calls $20, hero calls $20 with 34, blinds and limper call.

Flop $72 A28
Checks around to V1 who bets $30, V2 calls, Hero calls, everyone else folds.

Turn $162A28 - A
V1 checks, V2 tanks for ~30 seconds and checks, Hero checks,

River $162A28 - A - 5
V1 bets $40, V2 takes about 5 seconds and grabs $100 stack and raises, Hero..?

Just call, imo. His range is mostly bare aces, but he has some boats in there too. Kinda hating life if the fish shoves and V isos, but if we raise we are never getting called by worse, imo.

If fish shoves, V2 cannot re-raise.

I flat. We are easily ahead here, but a raise doesn't accomplish much unless V2 can't fold trip Aces.

I suspect you're beat here, but your hand is too good to fold. If you raise, you're only getting called by boats.

So just flat call.

It's a raise of $60. Fish has $110 back. Of course V2 can re-raise if Fish shoves.

It's not even small enough to trigger the mistaken idea that he must double the previous total, rather than the raise amount.
