Hes definitely value betting. My first instinct was that he has trips. You see this a lot with bad players. He seems like a fish to me. The kind of fish I play with bet when they air or draws and when they have big made hands they check it down dying to check raise. In this case he check called and shoved over the top on the river on the worst/scariest board for him.
