Villain - Middle age Black man that has me covered. He is slightly active in limped pots and much more selective in raised pots. Villain in hand has not shown down many hands. He actually has not shown a winner and when he did win pots he was the aggressor on the river. When he lost pots he would just check call when OOP or call river bets if IP. He has attempted a few bluffs which failed and during these bluffs he was not the aggressor for all three streets. Stacks are $200 effective. To the hand:

Checked to villain who bets $8. Folded to hero who calls and everyone else folds.
In game I was torn if I should raise here or if I should just call. I feel like if I raise here that the only thing that might call is a 2 and maybe a Jx. Thinking though this might be an easy 3bet flop / fold position if I decide to raise his flop bet and then villain decides to come over top of me. Should I raise this flop?
