CO...Laggy pre flop, plays fairly straight forward post. Probable winner. I am not sure how bluffy he is. small sample size.

CO opens, I 3 bet KsQc in the SB, BB folds and CO calls.

I'm inclined to bet-fold. Against a generic opponent at lower stakes, I'm inclined to think he doesn't bluff-raise the turn often enough to bet-call, and I'm not sure that he bluffs often enough to make check-calling correct. (The only way I see myself check-calling here is if he's betting basically everything when checked to. There are definitely players out there that will do that in HU pots.) Also, I think you're ahead often enough that check-folding might be giving up too much equity.

But it would be interesting to put CO on an PFR range and do some calculations from there.

my concern with betting turn is it going to be very hard to play rivers well if you get called on the turn, which is imo the most likely scenario if you bet

seems too thin to risk up to 2 big bets

you are ahead sometimes but behind most of the time on this card, and a better hand isnt folding ever to a bet

Bet/fold

Not only do some worse hands call (draws without showdown value) but some better hands are folding (any pair if he's not super showdown bound). This is a great two barrel spot.

You're not committed to betting both the turn and river here. I think might be worth betting here even if your intention is to check-fold the river UI. So I wouldn't be focused on the "up to" 2 big bets part.

Some pocket pairs might fold sometimes. And I'm not sure that you're behind "most of the time" just because there's an ace on the board. It might be a good exercise to put together a PFR range and see how many of those hands contain aces compared to the hands that don't.

All other things being equal, when you have an unimproved hand and the turn card is more likely to hit your range than your opponent's, it's a good situation to fire a second barrel.

This turn ace, in a 3-bet pot, is the almost paradigmatic example of this. If you get called again, you're playing poker on the river. (In fact, it might be an interesting discussion as to what to do on various possible rivers.)
