I don't get why they didn't just make LHE one forum like the other forums?

In CA, Commerce casino will have 10-12 games during the day and 4-6 games going overnight.

If anything it should be LHE + Other poker games and make us the main forum with Other Games being the subforum.

F NL. A standard call-down at LHE (being conservative at that) has 'them' wringing their hands. I don't think I could stand it, tbh.

8/16. I make a straight on the river. I instantly say time because it looks like people are acting behind me, but a guy bets out of turn anyway. Would you check/raise, knowing you were very likely to lead, or would you check-raise anyway?

I think what you said is ok but better is "I haven't acted yet" and even better to say it to the dealer while making eye contact.

Intentionally letting the action unfold behind you would be an angle. You didn't do that here, just pointing out that you have motivation to speak up.

If the dealer makes clear who's turn it is in a timely manner, whether you help that happen or not, betting and checking are both fine.

I think if you were diligent in protecting your action you are not required to now bet because it is what you would have done without the information you now have. Doing so could in fact penalize you for the other players' mistakes because your bet is going to be seen as much stronger than it otherwise would be seen because you are betting even though you know someone behind you planned on betting their hand.

I think a related, and perhaps more interesting question, is whether you have an obligation to say something if the action passes you and someone bets behind you. I think in practice many players just stay quiet and let the game continue, taking the benefit of knowing there is an aggressive action behind them. I am of a mind to say that if you did not induce the mistake, such as by intentionally delaying and looking disinterested, you are not required to speak up, which almost never results in the action changing, but slows down the game and highlights for everyone else that you effectively dark checked.

People have to take some responsibility for their actions. Whenever this happens to me I say 'I guess I check' and do the c/r and feel fine about it.

Definitely doing that in the future. In game speed I bet out and let him off the hook. He still called though at least.
