Do I give him a beer? Does time or weather influence your answer?
Assume whether I come home with 5 beers or 6 as irrelevant.
I always give him the beer, no matter the time or temperature. It's not cuz I'm this super generous person, spending my days trying to make life better for those less fortunate.
When homeless people ask for money and I'm in the mood to give, I don't buy them a sandwich. The panhandlers most likely to get me to open my wallet are the ones who have a sense of humor and are honest.
If a guy is panhandling for drugs and is open about it, I might give him a buck or two. If a 45 yr old alcoholic/addict is panhandling and has a sign that says "Vietnam vet needs money for train ticket to mother's funeral. Please help, God Bless", I won't consider giving.
Whether it's the weather or public policy stuff, I don't seem to run across many homeless panhandlers, compared to other areas of the country. So they don't annoy me as much as they prob would if I was being asked for money 25x/day.
