and
(average equity distribution in all in situations) for game y.

Think about the extremes:
static game with few draws like 2-7 no limit single draw, which will favor the player doing the shoving to the point that the respective opening preflop raise % will be relatively high.
or
dynamic game with lots of draws like big O8 wheeee, which will make shoving more dangerous.
