OK, I searched this thread for this error. Two things:
1) Under Vista you might need to run fpdb as administrator, or be logged on as admin when you run it. None of the devs run Vista, so we have no way to test. If we figure this out, I will add the info to the wiki. I don't like telling people to run as admin, I much prefer telling the to
never run as admin.
2) Less likely, one of the folders that you specify in the site element doesn't exist. e. g., the HH_path in this:
