I don't think 3.05's passive mode will work at all as Party made a pretty fundamental change to the MFC version they are using.
3.06's active mode should work exactly the same as 3.05's - no code has been changed within FreePHG.exe (which is responsible for all of the work active mode does) - the only thing that has changed is the version number was incremented.
If both of 3.06's modes are not working then try this (in this order):
1) Manually delete the FreePHG folder (restart your PC before this step if any of the folder is "locked" and refuses to delete) and reinstall.
2) Check your FreePHG.ini file is using the same settings as you had before (recent versions of FPHG delete the ini and replace it with a new one to be sure it's using the current set of ini settings - this has the side-effect of meaning your ini settings get reset each install).
3) Check that you are running everything in "admin mode" (both Party and FPHG if necessary - see the FAQ for more details on running AHK scripts with Vista, etc for details [I still use XP so don't know much about this]).
4) Check that the DLL injection isn't being blocked by your firewall/antivir. Check that your antivir/antitrojan isn't bocking the windows messages the injected DLL sends to FreePHG.exe (it uses these for it's "Inter-process communication").
The only possible problem I can see people might run into (which I can't easily test because I still have a 32bit OS) is for 64bit systems; both active mode's method of scanning memory and passive mode's method of IPC might not work on 64bit OSes...
If anybody else is experiencing problems then please try the above steps and see if that helps... If you still can't get FPHG working (on a 32bit OS) after trying these then please report back and I'll see if I can find the reason.
Also, please report back if one of these solves it (or you find another reason not listed...) as it may help others who have the same problem!
