If you click File->Current Layout, and do a search for "dpi" you will find the setting line for your system dpi. 96 dpi = 100% scaling, 120dpi = 125% scaling.
So, instead of using the "Custom Scaling" option, you can try simply right clicking the desktop, choosing Display Settings, and just using the dropdowns for each individual monitor, to make sure both are set to the system dpi you found above. If you found 96, set both screens to 100%, for example. But I"m not sure if that will work without logging out and logging back in either.. let me know
