It sounds like SaT is just always thinking that the tables are requiring action. This would explain why, when you try to click on another table through the taskbar, the original table snaps back to the top. Because SaT is thinking that original table still requires action (even though it doesn't). Usually you would go through this page to troubleshoot that:

However, on Win10 I'm pretty sure you would need to use PW scan mode for this new BodogIgnition update. And then try to Remove and re-Include the site

Hrmmm ok, if its working, then thats good. I hadn't tried running the software in compatibility mode, so that's good to know.
Please run that Test on the page above just to be sure that SaT is detecting when action is required properly
