It is possible as not every opportunity to VPIP is also an opportunity to raise.
For example Player A in BB faces an all-in steal from the SB. They can only fold or call and there is no opportunity to raise. In this hand they fold.
Next hand Player A raises preflop.
For these two hands Player A has a VPIP of 50% (1/2) and a PFR of 100% (1/1).
