It means that that you only have a small number of hands worth of data on that opponent, so their true VPIP is 33 plus-or-minus 28 (or between 5 and 61). As you gather more data on an opponent, the range will shrink and converge on their true VPIP.
Basically, you don't have to look at the number-of-hands to interpret how accurate the statistics are, because Poker Sleuth incorporates the number-of-hands into the statistics, and it keeps track of how many hands mattered for that particular statistic.
If you hover over their VPIP range, a popup will appear displaying how many hands they have Voluntarily Put money In the Pot, out of how many opportunities to do so, as well as the raw mean.
If you'd like to change how it's displays, in the Options go to Stat Groups tab and click on the Defaults button in the lower-right corner. Playing with the settings under "Representation" will change how the stats are displayed. You can change it to do display the range as 5–61 instead of 33±28 or you can even have it just display the raw mean like other software.
