>>1. If I had a list of ranges in piosolver format, would it be possible to write a script to reference and edit specific ranges in a tree, entering the ranges from the list, and then locking the ranges?
Yes, it is possible although it's not the most convenient thing. You would need to convert the range to long pio format (the one used in text interface, so 1326 numbers in a row, this can be done in range selector) and then call set_strategy command (

My assessment is that it requires at least some experience in programming/simple scripting to get done as it's an advanced use case.
The reason we don't have it in GUI is that every flop is different so locking the same range on various flops usually makes very little sense (you would need a new range for every flop and some way to generate it which we don't currently have).
>>2. Is it possible to write a script to copy the strategy csv files for a given street of action?
This isn't possible. You would need to get results in Pio API format and then translate them to csv file (this is what the viewer does internally). This is a task that requires quite a bit of programming.

Before solving i faced such problem too often, btw i have piosolver basic.
I can not understand which memory this error message is talking about.

It's about RAM. It looks like you are trying to build a humongous tree (86gb would be something like 8 bet sizes with several raise sizes everywhere) but you only have ~4GB of RAM.
