Which Operating System, Firewall, and Anti-Virus are you using? Which version of PostgreSQL?
The secondary logon service is a standard windows service which is available on every windows computer. In the latest versions it is not started automatically. You need to start it via control panel > administrative tools > services > secondary logon > right-click > start AND right-click > properties > startup type: automatic.
Make sure windows is fully updated until 'No New Important Updates are Found' (this may require multiple restarts and multiple 'check for updates'), including Internet Explorer (even if you use a different web browser).
1) Uninstall PostgreSQL from the Windows Control Panel.
2) Delete the \PostgreSQL\8.x\data folder that is left behind.
3) Delete the sub-folder(s) in c:\users\username\appdata\roaming\HoldemManager\Da tabase (XP - c:\documents and settings\username\application data\HoldemManager\Database).
*Does your windows user name have any special non-english characters?
- Create a new windows user in the Control Panel > User Accounts. Make sure it is an Administrator account and has no unique characters in the name (only characters from EN Alphabet)
- Enable the option to see Hidden Files and Disable "Hide protected operating system files":

- Now Delete C:\ProgramData\XHEO INC\SharedLicenses\ Holdem Manager 2.lic (XP Users can find the file at C:\Documents and Settings\All Users\AppData\XHEO INC\SharedLicenses\ Holdem Manager 2.lic)
- Reboot the PC and Log in to the new windows user account, and try to install sql again.
*) Use our combo installer to reinstall PostgreSQL. Make sure you un-check Holdem Manager during installation.

- If that works, you can reboot, log in to your normal user, and test to make sure everything works before you delete the temporary user.
