That was correct. When the program is functioning normally, it will look for HUD_config.xml. The HUD_config.xml.example is usually just a reference point.
This error means that the install you tried didnt work. You are missing the part that should have been installed in step 30 of the instructions you linked.
The installer metioned as possible solution is here:

(Its the very last file you can download.)
The installer will try to install everything you need.
OR from this file:

Which has:
python-2.6.1.msi
MySQL-python-1.2.2 ...

pygtk-2.12.1-3-win32...
pycairo-1.4.12-2.win32-...

You can selectively install each package on your own.
You would need to unzip and then run the pygtk-2.12.1-3-win32..exe to recreate the step 30 of those outdated instructions.
If any other portion of your previous install didnt work, you can reinstall each piece in the order listed.
