Yes x1 is a pot bet formula, but x1*2 is not a "two pots" formula, in fact it should be x2 - "x" works like a function with a parameter after it.
x1*2 will be equal x2 only for bet, not for raise (and it also will be equal pot*2 formula in this case).
So in your case it will be a percentage of a pot bet, and it's a little different.
Also there is an error in your formula - effStack is a value in dollars/chips, not in big blinds.
To get what you want, use this formula:
x1*(effStack/100bb)
There is no way to use "x" function with variable parameters, i.e you can't use a such formula: x(effStack/100bb)
It can be used only as x1, x1.5 x0.75, etc. So if you want exactly bet pot formula for every effStack/100bb value, then it can be done only with set of stack size filters like this:
stack<40bb x0.4
stack<50bb x0.5
...
stack<100bb x1
etc
