What is your New Tables setting?
I just tested it and it worked as expected for me:
I created a layout that looks like this, with slot 3 in the exact upper left corner, and slot 1 as the stack:

With SaT off, I made sure that both Stars and 888 will open a new table in the upper left corner. 888 remembers the last place a table closed. In Stars I had to create a custom saved layout. Close an open a table on each site a few times to confirm that it will open where you expect.
In SaT, my New Tables slot is set to 'grid'. I press Start. 0 tables are open. I then open up a Stars table. Stars opens the table in the exact upper left, so SaT resizes it and leaves it in slot #3 (whereas if Stars opened it randomly in a place with no grid slot, then SaT would move it to slot #2). So now the table is in slot #3, and on the Main tab, SaT says 1 tiled table.
Then I open up an 888 table. 888 opens the table in the upper left as well. SaT notices that that slot is already occupied. Then it resizes and moves the table to the next free grid slot in order, which is #2. SaT now says 2 tiled tables.
