Yes, exactly. If you set '3' in that box, then no matter what else is happening if you are sat against 3 tagged regs then the session will not register a new game until one of those regs is gone.
Keep in mind that SiQreg checks to see who is a reg once when the game first starts, and once when you get HU. So if you tag a reg after a game starts then SiQreg won't know that person is a reg in that game until you get HU with them. I'll be working to improve this soon.

Any of the filters ('keep open', 'if hu on [ ] keep open [ ]', 'max multipliers', and now 'vs regs') act on whichever is lowest. So if you hit your 'max multipliers value' then the session will stop registering. If your running multipliers value goes below the 'max multiplier value' then SiQreg will see if any other filters are exceeded (like if you're playing vs too many regs, or HU on too many tables, etc) and if any of them are exceeded then SiQreg still wont register until all of the filters are below their max.
