Yes, of course it can be done. However, when using frames, one thing also should be considered: the priority order of frames. For instance currently the target table frame has the highest priority, then the first in line, then the need action. So if you have a table with the need action border for instance, and you select that table as target table, then you will see the target table frame, not the need action frame.
According to your needs, probably not the frames are the best for this purpose, as this frame will be changed to another one if a higher priority frame can be assigned to it.
What about to have a hud, which represents the table as HU, short-handed, full-ring, and you can assign different colors for these types, so not a frame but a hud on the table can identify which type of table it is. Is this fine for you?
