Yes the limitations for NoteCaddy on PokerStars are the same in PokerTracker 4 as they are for Holdem Manager 2.

There are no simple filters for the position of folders/limpers/callers but you can filter for those situations using expression filters in
'My Reports'. So for your first example you can use:
cash_hand_player_statistics.position = 8 AND cash_hand_summary.str_actors_p LIKE '0%' AND cash_hand_summary.str_actors_p NOT LIKE '09%'
You can use this expression filter by clicking on the filters link and selecting "Add New Expression Filters". Substitute 'cash' with 'tourney' if you are in a tournament report.
