Number 1 is not something that can be recorded with a note because that is a dynamic request, once a note has been written it is static. Notes are used for observations within a hand, it is not for a flag of the frequency of an opponent's actions (we hope to have a different tool available for that sometime this year). The reason why using your definition a player can qualify for that note after the first 2-3 hands they played, but later on in the session we discover that he is really a tag - but the old note for LAG remains. That is why this cannot be recorded with a note.
Number 2 is very easy to do because actions within a hand can be filtered for with ease using the Actions and Opportunities group of filters along with the Board Texture filters for the flop. Your question seems odd to me though, because you included every option under the sun - which would negate one another, and just write a note anytime a check-raise is made. Sounds like you would be best suited with a note for anytime the c/r occurred on an A, K or Q high flop without 2 pair or better (of course you need to get to showdown to know that is the case, but at least thats a better note to make).
Create a PLAYER filter to define your NoteTracker Autonote using the following instructions (an Opponent filter is not needed in this situation):
Step 1: Select Board Texture > Board Cards > Flop and create a filter for
Flop Contains At Least One A OR K OR Q, then click Add to Filter.
Step 2: Click Add to Filter again, then select Actions & Opportunities-Flop > Flop Action Sequence. Set the First Action sequence to Check, the Second Action Sequence to Raise, then click Add to Filter.
Step 3: Click Add to Filter again, then select Hand Values - Made Hands > High Card > On Flop. then click Add to Filter.
Step 4: Click Add to Filter again, then select Hand Values - Made Hands > On Pair > On Flop. then click Add to Filter.
Step 5 : We now have four filter defenitions saved where logic dictates that we AND each filter; we need to change the logic so the filter reads as
(Flop Contains At Least One A OR K OR Q) AND ((First Flop Action Check) AND (Second Flop Action Raise)) AND ((Made Hand - High Card On Flop) OR (Made One Pair On Flop)) Select the bottom two filters (as shown in the screen capture below) and then click '
OR' Selected. Click Save and Apply Filters, your all done, time to finish your autonote, remember to add in the variable for CardRange. I will upload this as a quick filter for you to our download warehouse here:

PS: We sugest adding some other factors to the filter such as stack depth, for example it makes more sense to c/r with less than 2 pair if the stacks are shallow.
