for me it doesn't crash, but wouldn't have expected to reproduce this based on your explaination.
if you repeat the process of converting and importing hands multiple times, you end up with same results.... anything else would simply make no sense at all. there is nothing random in the process....
HEM2 is known to be unable to import perfectly converted hands, as HEM2 will check certain network specific (the network used as output format) rules. Going into details here makes not much sense as something like 8k of 29k i have not ever seen yet. The worst network i crossed was chico/apn/euqity, which have a very bad original handhistory quality. And PokerPlaner might even convert incorrect hands which only on tracker import will be thrown as errors, as PokerPlanes job is to convert hands not to verify/detect invalid hands....
but in the end, you need to have a look at your situation. As always, if someone provides me with correct org hands which are not converted correctly, i fix things. And i indeed ask you to find those hands, as i already spend my time on reaching a very good converting quality and not have a complete review whenever someone tell me f.i. my winning in HEM doesn't match my real winnings. In 99% the cases its not PokerPlaner fault in the end.
