Both are stable but it seems many AMD based setups aren't, at least it's current best guess about the problem. It's the best to wait till the new version before trying to dig into it further.

Usual reasons for it not using more are:
1)Energy saving settings (you need to turn them off, "balanced" is not good)
2)Some external antivirus which eats the resources
3)Cooling system not working correctly (when CPU overheats it throttles the performance to save itself)
Try checking those and see if that helps.

It's hard to answer those questions in general but it's completely impossible without seeing the exact tree you are looking at. Fortunately there is a way to share the config so others can recreate it locally. The way to do it:
1)Fill in the fields in treebuilding tab
2)click "copy to clipboard" button there
3)paste the text to either pastebin.com and link or here using [ code ] [ /code ] tags (without spaces inside)
4)it's then possible to load that config by copying the text and going to tools->paste treebuilding config
We can then try solving it locally and looking for explanation although in general case it's hard to answer the why question sometimes.

If it doesn't move maybe the whole PioViewer window is too small or resolution of your display doesn't allow for more space.
