There is no overhang setting you can edit in HM3. This feature request has been documented in detail and provided to the developers for future consideration.

There is a CoverOverlap config edit you can use to do something similar in HM3 but it behaves a bit differently than HM2's Overhang setting did when the HUDs get out to the edge. Instead of just bumping into the edge like HM2, the HM3 HUD can be pushed outside of this CoverOverlap type of setting.
Here is me testing with the CoverOverlap=0 setting in my config file:
If you want to try using this in your HM3:
1. Close your poker clients, close HM3 and right-click - 'Exit' the HM3 Server icon in the Windows Notification Tray.
2. Open C:\Users\[UserName]\AppData\Roaming\Max Value Software\Holdem Manager\3.0\Config\HM3HUD.cfg with a text editor (notepad, sublime, notepadd++, etc) and it should look similar to this -

3. Now add the following 2 lines of code:
[Hud]
CoverOverlap=300
4. Save your change and that increases the HUD area. If you still don't see the HUDs when you start HM3 again you can try a higher value.
- Note: On default table sizes this will also now allow you to drag the HUDs well outside the borders of your table edges.

Once enabled it shows a template for where the muck cards, board cards, etc get displayed after a hand. You can fine tune the positions by holding your left mouse button (LMB), or Ctrl + LMB. Once you have them where you want them just un-check that menu option to hide them again. There are also a few related settings in the HM3 - HUD - HUD Options... - 'General Settings' / 'General' menu in the lower left corner:
