It's a little of both, I think. I'm on the casting company's roster of walkers, so they contact me if they need people. I'm not one of their elite regulars/ultra skinny extras, so I tend to just get asked when they need a lot of zombies, but I was once contacted for a scene with just two walkers (they later let me know they didn't need me).
I don't typically know how juicy of a role I'm getting until I arrive and even then there's no guarantee that I'll get to do anything cool. Those in charge of placing extras in scenes usually just make the decisions on the spot.
This scene was interesting. Most of the zombies were extras who were previously Kingdomers from other episodes and therefore had never had practice walking as zombies or doing kill falls. Normally, all the walkers are people specifically cast to be zombies, even if they didn't have previous experience or go to zombie school.
I got the sense that those cast as "hero walkers" - the ones with cool close-ups - were experienced walkers that casting trusted. Plus, and here's one spot I got lucky, since we were freshly turned zombies, they didn't necessarily want the really skinny ones.
The two who got their heads sliced right before me were Kingdomers who got moved to the front because the powers that be liked the latex prosthetics they had. I'm not the greatest walker in the world (though I am proud of the job I did in this episode), but I was impressed with those two, in particular, as they had never practiced walking and falling like a zombie. They did a nice job.
It's still very much luck of the draw, though. You never know if you'll get cast as a "hero" walker or get put way in the background. In my case, I was even luckier. Though I was cast as a "hero" (which is unusual for me - I'm usually mid-ground), I was not originally picked for that specific kill. The assistant director chose someone else on the day, but after some rehearsal, they realized she was too short and needed someone at a similar eye line to Jerry. Enter me!

From what I can tell, they usually keep extras who were walkers in that role. I have applied to be a survivor a few times and never got picked. Plus, as far as Saviors go, they usually want people tougher looking than me.
I'm guessing that if they are keeping detailed records of things that I will never get a chance to be a survivor now since my face is very visible and I look like myself in that scene (as opposed to be completely covered in latex). That's cool, though. I basically just hit peak Walking Dead.
