I realize that's a weird question bc the answer could be "well maybe he didn't need to actually break Rick but rather form an alliance with his group" but, that's the show. It's actually Rick's fault as he started this war with the Saviors.
I'm not questioning Negan's strategy to get Rick and Co. to obey him, I'm questioning his obvious enjoyment in doing so.
Think how interesting it would be if the character of Negan was actually tortured by his decisions and hates doing what he thinks was necessary for his people to survive. You know, sort of like the hack writers have been trying to do with Rick all these years.
The problem with Rick is, he never thinks he's in the wrong or that his motivations are anything but logical, necessary decision-making.
As is, Negas is simply a cartoon character. He's Snidely Whiplash. He's the guy who ties the damsel to the train tracks. He has no other purpose but to be a revenge-bot for Rick.
