I think this is very flawed way to think of something. If you look at Japanese, Chinese, Korean food now the very low end still persists, but all of these cuisines have restaurants with Michelin stars, with Japan has more 3 star restaurants than anywhere outside of France.
Filipino food is an underdeveloped cuisine if you are speaking of a ceiling as one rated by this competition or Michelin but it takes people to like Sheldon to move it forward. Filipino food is utterly unique in the mish mash of places that it draws influence from and will definitely find it's place in haute cuisine. It will just take time and people like Sheldon.
Also Paul "wifebeater" Qui is a filipino chef and won in season 9. His food drew quite a bit of influence from the Philippines at times (the finale in particular)
