The difference is that the people with one pick are still live in the game, because they still have a pick left. So, sure, making them pick the EOE returnee is fine and makes sense.
The other people have no remaining picks at the
start of the episode. If that happens at any other point, then they're out. There is no reason to have a special rule here. There are plenty of other ways to make EOE relevant to Survivor Survivor (some of which VTChess is also doing).
If this is so critical, the why not give anyone who was eliminated before the first EOE returnee the opportunity to make a called shot pick then. Sure, they're not going to win, but they could get some additional all important overall SS points!
