If Joe didn't play the idol, then it would have been 2-2 Joe and Alan. If it stayed tied on the revote, then Joe and Alan would be safe, and Devon, Ashley, and Desi would draw rocks.
Desi seems rational, and a 1/3 random chance of elimination is huge, so I imagine that she would flip. However, Ashley should also be thinking the same thing, and has more incentive to flip, since she has previous beef with Alan.
That would be funny if they both flipped and it remained a tie. I imagine that they should probably talk it out at tribal, even if the producers would rarely show such a thing.

I might have missed something, but based on my understanding of how it went, I think Jessica's decision was bad. She wants Desi and Joe to stay. It is likely that Devon is the swing vote between the 2 healers vs the 2 heroes. Without other info, Devon is roughly 50-50 to go either way, but the heroes are likely to vote against the healers.
If she blocks one of the heroes, then it is roughly 50-50 that Devon would side with the healers and vote out a hero, or that Devon would side with the heroes, in which case it is 2-2. But on a revote, Devon would have less loyalty and be more likely to flip. So it is more likely that she helps her side if she blocks one of the heroes.
By blocking Devon, she simply ensures a 2-2 vote, with equal likelihood of somebody flipping, which does not help her side.
Cliffs: Jessica could have helped her side, and didn't. She played bad.
