If he didn't drug her, episode doesn't make sense.
1/ Elliott contacts Leon to get something illegal from him. Granted, we never actually see what it is.
2/ Elliott buys coffee and goes to girl's place. Right before Elliott buys the coffee, Mr Robot asks Elliott "are we sure that we are going to do this?", implying something really bad.
3/ He tells girl she's been drugged.
4/ She runs off & kills herself. (would she do this if she didn't feel te oxy? Given that it was mixed in her coffee, it would hit her very quickly, right?)
5/ Rest of the episode there are multiple scenes with Elliott & Mr Robot discussing the morality of whas he's done, and Elliott is visibly shaken.
Only thing that somewhat makes sense is that Elliott bought a gun from Leon, which was the back-up plan if trolling her that she took oxy didn't work.
But then girl' suicide is a very drastic reaction, and the scene right before Elliott buys the coffee doesn't really makes sense (not that dramatic to try to leverage someone that she was drugged and then pull a gun on her if she doesn't buy it).
Elliott justified it in his head by grouping her together with the worst of the Dark Army who execute people without thought, but obviously that isn't good justification. Maybe he saw something when he hacked her that made it clear that she was a terrible person? But that seems a stretch. Elliott just losing it imo. Past few episodes made it clear that everyone is losing it and is terrified of the dark army.

Also seems obv to me that Vera is at some point going to collide with a faction of the Dark Army, and will save Elliott or someone else that way from certain death. But I have given up on believing I can accurately predict this show, prolly wont happen
