While the Silk Road was primarily for drugs and was curated (I'm not 100% sure of this, never used it) and thus a bit more innocent, Ray's website offered everything without curation, including human trafficking and murder-for-hire type of deals.
Ray and his wife started the website years ago, and decided to just offer the service and not have any rules or interaction with what is actually happening on the site.
Most likely Ray was a head warden (he kept a regular job so that he wouldn't stand out) and used inmates in for hacking to solve his problems with his website. The ponytail guy saw what was on the site and eventually also showed Elliott. After seeing ponytail guy and Elliott's reactions after actually visiting the website, Ray decides to take a look himself. Seeing what is being offered through his service makes him question the service and the morality of his involvement and eventually he decides to let Elliott use the computer again. Ray knew that if Elliott got on that computer again that he would set a plan in motion that would report him to the FBI (Ray), but having seen what was happening on the website that is what he wanted.
