Not even 4 years ago, they had multiple shows pulling in over 1.2 in the summer. Their downward slide really started when Common Law didn't get renewed for reasons unknown, despite having the ratings to return.
USA is now a place nearly completely devoid of good light hearted humor, when that used to be its absolute strength. And that brand also was nominated for plenty of Emmys, it just never would have gotten any nominations in the series categories.
