This would wind up being a fairly absurd expense and counter productive. You don't want people utterly blackout drunk for the most part (unless there is an arc involving some sort of problem with alcohol), you want them drunk but not horribly so. They probably have a curfew as well.

This. It forces the cast to have something in common and have something to interact and bond about. The dumb conversations they have at and about work lays groundwork for better overall relationships and better TV. It also forces their asses to get out of bed. They would lie around all day hungover without someone pushing them.

Nope, too many issues with audio (you would need them to have every call on speakerphone, basically) and with getting permission from the other person to record their voice. RW has an audio recording that automatically plays on the phone when someone calls in and a button to push to play it for when someone calls out. This would be impossible if they all had phones. No phones also leads to communications issues that do spur on story.
