The problem is when you're riding that giant dragon, I'm not exactly sure what bullying you can do. You're kind of either just there to scare him a bit (which he had already done) or kill him.
I did read one explanation - you can hear Lucerys telling his dragon "no, obey me" right before he shoots fire at the big dragon, meaning Lucerys didn't really mean for this to happen. Or maybe he decided to sacrifice himself to make him mom join the war? I still have no idea.
The big dragon then says ok, you're lunchmeat, meaning maybe both riders lost control of their dragons, which may be why Aemond was so shook - realizing he wasn't really in control.
However, there's absolutely never at any point this season that the dragons do anything but obey their riders, so this comes completely out of nowhere and doesn't make sense.
