People who weren't with Arrow RIGHT at the beginning totally forget how good of a start Arrow got off to. This was a CW show. No one really took CW shows seriously, but Arrow made it possible for non-CW watchers to enjoy a CW show (I probably waited for about 3 or 4 weeks to give it a shot, when I was convinced it would be worth it, and it was).
I think Gotham is better than Arrow's start overall, but if you sat most who would be potentially interested in front of both, they'd watch both, and not dislike either.

Barbara apparently comes from a rich and connected family. It's hard to believe she wouldn't be able to figure out who's in charge in Gotham. Getting there is another story, but she certainly would be able to quickly find out where to go.
