HE PUT A CHILD IN ICU. Watch the episodes again. They didn't treat the kid for a tummy ache, give him a lollipop and send him on his way. His life was on the line and he was probably in a great deal of pain. Walt has a noticeable sigh of relief when Jesse says it looks like Brock is gonna pull through despite being on the brink of death.
I don't know why people like Walt to the point they would even want to justify such a despicable act.

Yes and yes. He is the obstacle which all other characters in the show are forced to overcome. Pretty much the textbook definition of a villain.
