As shown with examples above, this is certainly not the case across all seasons and episodes. As mentioned there are lots of examples of people of all types being dicks to people of all types. Playtest probably the ultimate example of a foreign company and man and black woman torturing and killing an innocent white guy to make video games.
Again, was this present in season 4 in a vacuum? I'm not sure. To some extent it was in episodes 1 and 6, episodes 5 and 4 it certainly wasn't, and I feel like episodes 2 & 3 you are really stretching things to try to make a point when the evidence simply doesn't back it up. In your defence here, Brooker has actually stated that Crocodile was originally supposed to have had a male lead, race I'm unsure on. If it had been a white guy then it would be 3/6 and closer to a pattern. I'm very glad that they switched it though, as I feel like it would have reduced the comedy and that was really all that episode had going for it.
