I was curious about that whole Flash backstory too, but I presume it's just going to be a way to introduce a nemesis for him who has similar powers.
You're right in that we now have three major arcs for the season underway - Ollie vs Deathstroke on the island (note that Ollie said to Felicity "I've beaten one before" not "I've killed one before" - implication being that Ollie at least didn't kill Slade on the island), Ollie vs Blood, and Ollie vs Merlyn Round II/Ollie vs Ra's Al Ghul.
Other things going on in the background include Ivo and his doings on the island, Ollie vs Isabel at QC, Roy becoming Ollie's sidekick, Diggle and H.I.V.E., Diggle and A.R.G.U.S., Thea being Merlyn's daughter, the eventual and obvious return of Black Canary to Starling City, the eventual Quentin finding out about Ollie's identity, and the startlingly uninteresting story of whether or not the writers will ever figure out what to do with Laurel now that there are literally FOUR other love interests for Ollie at different places in the story (Sara and Shado on the island, Isabel and Felicity in SC). It's something of a minor miracle that this show maintains so much coherence, given how many balls they're juggling at any given time.
